Around Thanksgiving, you might have noticed a barge and excavator in the Black Creek. They were part of the Streambank Stabilization project, placing 2900 tons of rock and fill along the outer bend of the creek. Despite numerous delays, this project, which began almost seven years ago, has finally reached completion. In the upcoming spring, we’ll introduce native plants to enhance and revive the creek’s natural ecosystem. For more details and visuals of this project, check out the “News” section above.

This month, the Village Board completed work on the proposed 2024-25 budget, and has scheduled the public hearing on it for January 8th during our regular board meeting. Once again, we have stayed well below our state mandated tax cap limit without compromising the needs of all village residents. In fact, we were able to lower the tax rate to $2.60 per $1000 assessed value. The proposed budget is available for review at the village office during regular business hours.

As we close out 2023, I extend my sincere wishes to everyone for a happy holiday season, and a healthy and prosperous new year.

I am committed to upholding my promise of working tirelessly towards the betterment of our village, to make it a better place for all of us to live, work, and raise our families. Together, we can build a brighter future for the Village of Churchville.

Congratulations, also, to Deputy Mayor Diane Pusateri, and Trustee Michael Brown, for winning reelection to their seats on the Board of Trustees.

Village Board adopts the FY23-24 Budget

At its regular meeting on January 9, 2023, the Village Board of Trustees adopted the Fiscal Year 2023-24 budget. The Village fiscal year begins March 1, 2023.

With inflation at recent highs and additional increases in health care, budget negotiations promised to be challenging. I am happy to say that because of the hard work of our department heads and the village board, this budget balances the necessary services, expectations of fiscal responsibility, and recognition of our village employees for their dedication and hard work. Despite large increases in property assessments, most village property owners should see only a modest increase in their tax bill, and some may even see a decrease.

I would also like to thank the Churchville Volunteer Fire Department for their diligence in developing their budget. The Fire Department makes up a significant portion of the overall Village budget, and fire coverage expenses and equipment experienced significant inflationary pressures. Their awareness and efforts to control costs without sacrificing service keeps our community safe and helps us provide for the needs of the village.

Highlights of the budget include:

  • Tax levy increase is significantly under what is allowable by the Tax Cap
  • Tax rate decreased to $2.64/$1000 assessed value, from $3.20/$1000
  • Fire protection makes up 43% of the tax levy, or $1.14/$1000
  • Sewer rate remains unchanged at $33/month
  • Village Electric basic rates are governed by the NYPSC and remain unchanged.

Major projects to be undertaken this year:

  • Paving on North St., Richmond Ave., Howard Ave., Fitch St., and Willowbank Dr.
  • Sidewalk repairs throughout the Village
  • Installation of an ADA Compliant service counter at the Village Office

Looking ahead, the Village is continually in search of grant opportunities to assist with maintaining and improving infrastructure, developing new opportunities for growth, and keeping the Village of Churchville a wonderful place to live, work, and play.

Welcome to the new Village of Churchville website. We hope the updated design offers a pleasant experience and way to find the information you need quickly and easily. The website will continue to evolve, so if you cannot find what you are looking for let us know. Please check back often for up-to-date information on happenings in the Village of Churchville, where it “Feels Like Home”.

Soon the board will begin working on the budget for the fiscal year beginning March 1st, 2023; workshops will begin in early November, with a proposed budget completed before Christmas. As always, the needs of operating the village, providing services, and maintaining our infrastructure are carefully balanced with the expectations of our taxpayers to keep expenditures under close control, especially this year with the high inflation we’ve all experienced. I am confident the budget that will be produced will be responsible and cost effective.
